So I was thinking about environmental regulations and how they are pointless because the companies involved will just hire armies of litigators to find loopholes. Stopping these large companies polluting the environment is particularly complicated as often they are faceless B2B-focused corporations that aren't impacted by public sentiment.

I propose breaking up all companies that produce over a certain amount of waste/pollution into smaller independent companies. This would mean that the executives at these companies would be directly responsible for environmental decisions, and thus susceptible to guilt -- unlike in large companies where, by necessity, every is decided in stages by various large committees, insulating individuals from perceived responsibility. Then regulations could be scrapped and replaced with effective Shame Campaigns aimed against polluters.
